This is Alif Maqsoorah. It means short Ali. It does not come at the beginning or middle of a word, only at the end. It is a mini Alif which is often not seen but you will always see a shape which looks like that of Yaa, except there are no dots below, it is not preceded by Kasra, and will have a different sound.
